The centrifugal and vacuum systems on the distributor are totally independent,
since the vacuum advance or retard works on the breaker plate and the
centrifugal advance works on the distributor shaft. However they can cancel
each other's effect, for example if you are going down a steep hill using
engine braking you have a lot of vacuum and also your engine may be going pretty
fast so you would have a lot of centrifugal advance. But the centrifugal
advance is normally at least 20° or usually more and the vacuum retard is normally about 10°.
I guess that the important thing is that at full power you should have
optimum ignition advance. Most people are not unduly concerned about max
power or even efficiency at idle or hard deceleration.
