'88 volvo 240, no power to fuel pump relay!! 200 1988

ok. my '88 240 volvo, 4cl. 238,000mi. won't start, my mechanic has been working on it for 2weeks! replaced both fuel pumps and relay, and now there's no power going to the 4th fuse which powers the relay and the pump!! and the mechanic is lost!! any help???????
