Braking Issue 700 1987

I have an issue, i have check the FAQ and believe i may have found a similar issue but not exactly.

Issue: when i start the car and start driving the brakes act like there no power assist within the 1st minute or 2 if i start driving the issue normally goes away after i hit the brakes once or twice, it does not happen again until i stop turn the car off and go do my thing, there is no time limit, i can stop for 10 min or 3 hours same thing, im guessing its either a vac issue or a master cyl taking a crap on me, what do you guy's think.
