compressor not taking free on 200

Hey my Father and I are recharging my ac and converting to 134a. We ran into a snag after hooking up all the hoses. The compressor is running, but it will not suck the freon below 120 lbs. on the low side. Has anyone else run into this before? Just want to check that the low side is from the evaporator to the compressor. Thanks any help is greatly appreciated. -----andy - 86 240 wagon.
