if a fuel injector resistance is ok, can it still leak? 700 1988

In trying to isolate my crappy running problem, I've come across two maybe's... the first a slightly bad AMM and second an internally faulty fuel injector.

My question to you is, if the fuel injector resistance checks out (16.1ohms) does this mean that it is ok internally? Ie, can an electrically good FI still leak like a sieve?
