Glad you found the relay. I only know it's location (for sure) on the '86 & '87. Many things change over the 240 years, so it's important to put the year right up top. This eliminates a lot of misguided "help".

That does sound like the wrong relay. Those terminals (87 and 87a) should be common ONLY when the relay is active. But the terminal numbers can be confusing—87a is more often a Normally Closed, with 87 being the Normally Open. Your HL relay (in Bentley diagram) shows both of them N/O, but isolated from each other.

Anyhow, the Volvo # is 1324749 (many $ no doubt)
This crosses to Bosch # 0-332-015-006 (same as power window relay, '78 on)
and I think the 001 or 012 suffix relays also interchange.
