ignition key cylinder removal 700 1989

1898 760,, 173 k

the dealer says the instrument cluster has to come out
to remove the ignition key lock cylinder. that theres
a locking bar with a bolt on it in there.
says its 2 hours labor to do it and " a bear to do".
I have a locksmith that "says" he can make a key from the
ignition clylinder in the car, the cylinder is not the original
with the car so dealer key dont work...

does any of this make sense? any ideas for a cheaper fix?
