Rebuilding a Garrett TB0363 Turbo 700

I am contemplating rebuilding the Garrett TB0363 turbo from my '89 760. I got the impression that rebuilding kits were available, but haven't found a source yet. I will also need to find someone that can balance it for me. Am I better off not wasting time on this, and just sending it off to be rebuilt (and paying big bucks)? I need sources for either a kit or a reasonbly priced rebuilder.
