1990 egr system. vacuums hose routed wrong. Fixed. Now egr gets vacuum constantly.

1990-240 non turbo.
With the hoses routed properly, I believe,(yellow on top port of solenoid,and attached to egr valve, white goes to manifold) I get vacuum to the egr at all times. The vacuum is steady, never changes,cold engine, idle, high rpms. low rpms, it just stays the same. This cant be right?
