760 ignition key lock cylinder 700 1989

ok second post for this ,,,

89 760 gle,, lost the key,, kid did,, got key from dealer
dont work. seems cylinder has been changed or something.
lock smith says 85 bucks to make a key on the car.
(ive heard this cant be done ,,, high security key??)
i can get a cylinder and key froma bone yard for 10 bucks
how does ths cylinder come out? dealer said theres a lock bar
that u need to remove instrument cluster to get off????
bout 200 bucks he says to change the clyinder.
im really stuck with this ,,, need help BAD
