idle surge at cold start? 700 1987

I have a '87 740 turbo that has an idle problem. When cold at startup the car will start to idle at about 1500 RPM and over a period of about 10 seconds will slowly climb to to about 2400 and then drop to normal idle (about 800 rpm) The car will adle fine after that until turned off. If restarted when mostly warm will surge twice (always twice) to about 1500 RPM and then return to normal. If restarted immediately after shut off when completely warm the idle doesn't surge at all. Any suggestions?
