FAQ Note Regarding ECU Repair Using Timer Circuit: Circuit Designer Needed

The FAQ contains some notes by Michael Craig regarding the construction of a simple timer circuit to fix Bosch ECU failures:

Michael never sent me the circuit diagram for this and several have inquired as to how to build one. Does anybody have the interest in designing this circuit? Or at least giving some direction to an amateur builder?
