I'm stuck with o2 sensor/ check engine light 200 1989

That reading is wrong. A working sensor should toggle between 0.1 and 0.9 volts. Steady readings greater than 0.45 indicate rich mixture; less than 0.45 is lean. Your readings are off the scale; make sure you are not measuring the heater wires by mistake, or using a 2x scale on your meter.

The important thing is the sensor should swing back and forth between rich and lean as the ECU constantly adjusts the mixture and tries to hold the engine as close to the ideal 0.45V as possible. The swing should happen about every 0.5 to 2 seconds.
