Reduced Turbo Boost 200 1984

1984 1/2 244GLT B21FT Factory Intercooled; Garrett T3 Turbo with Liquid Cooling (not stock). Ca. 160,00 miles on entire car; ca. 100,000 miles on turbo.
Recently I have been experiencing greatly reduced turbo boost (gauge needle goes only to vertical). Turbo unit is smooth and quiet when checked with a stethoscope. I have checked all of the hoses and the wastegate is not stuck open. Does anyone have ideas about what I should check next?
