Identify a weird body part (photos) 200 1988

Hi all,

Can somebody tell me what these strange metal things, one in front of each door, is welded to the body for? Each has four holes, apparently, for bolts. Maybe it can help, if I say, that my car was a former police vehicle.

I'm planning to put rubber floor mats and would appreciate any opinions, if it's safe to cut these things out or not.
