car dead, fuel pump? 200

Hi all,
I have an 81 glt that has kicked the temporary bucket, IT was driving on the freeway when it sputtered and died, the driver was able to restart it 15 minutes later and drove another 20 miles, then it wouldn't start for an hour. 10 miles later it died again. I towed it home and have Isolated the problem ( I think ) to the fuel pump relay. So my question is this: If the key is in the running position, should the hot wire to the mail fuel pump be hot even if the engine is not running?
