Smokey 740SE 700 1991

Hello,
I have a 91 740SE Turbo with 189K miles. The cars runs great with the exception of:

- When driving for a while and coming to a stop. A cloud of white/blueish smoke comes out of the exhaust. The vehicle does loose coolant and need topping off every couple of weeks. It does not overheat, head gasket is in perfect conditions. The local Volvo mechanic tells me it is a leak in the turbocharger, he recommends to replace it with the a new one. What is the opinion of the board. How much should I be expecting to spend? Do they sell refurbished turbocharges? Where?
