about rust.....how 200 1987

I'm new to the forum and trying to get this "new" car in shape.
Not really mechanical but love trying.

How do I deal with small spots of chipped paint that have begun to rust. And what exactly is the nature of rust (Inside out or outside In) If I paint it will it just be painted rust or is there a way to stop it?

I only have two areas of more serious rust. One in the driver door and the base about the size of an old Kennedy Half dollar and along the 5th Door bottom because of how it drains. It also looks like there is some rusted screws on the rear vents.

I've been reading about the odometer fix and I'm going to try that as well. Mine is stuck at around 177K. I guess I need a little informaiton and a lot of encouragement. I think I can...
