Why did Hurricane Frances do to my fuel pump? Does not turn on with a new relay?

After Hurricane Frances stormed through, my fuel pump relay would not turn on (needless to say, neither did my car!) until I left the key turned in the Run position (but without starting the car) for about 3 minutes and then you could hear the fuel pump turn on by itself. So I thought it was the fuel pump relay. I replaced it and I still have this problem. If it is not the relay, what could be the problem? Any ideas help.
