Hard Start 700 1992

The car in question is actually a '93 940 with Regina FI. It is hard to start when the engine is cold, and needs to crank for a good 30 seconds before starting. Once started, it runs well, but is slightly down on power until warmed up. When the engine is warmed up, it starts right up and makes good power. Any help would be appreciated.
