What can make starter stay engaged? 200

I have an 81 240GL that starts when the key is turned to the on position and the starter stays engaged while the engine idles. If I pull the fuel pump relay or the #7 fuse it starts normally and quits due to lack of fuel pressure.

If I jump pins 30 and 87 the car will start and run normally. Tried a spare fuel pump relay and the result is the same.

Brand new wiring harness with good grounds. Have the Haynes manual and verified all the connections (to the best of my ability).

Any clues?
