Throttle switch and egr solenoid

Hey board, 1990 240 non turbo 133,000 miles.
Wow, sometimes it takes a long time to learn things.
Im still working on the egr thing. Can anyone tell me how this circuit is put togther. The one that controls the vacuum solenoid. What triggers it. Is it the throttle position sensor? Or what?
When I operate my throttle, I can hear the valve clicking, and the vacuum registers for just a second and then it stops. It does the same thing each time I rev it, But then the clicking stops and the vacuum leaks off. Whats going on here. Wiring, ecu,something else?
the valve itself is working fine. There are no blockage or anything. Its got to be something electrical.
