'85 240 won't start and smells of gas 200 1985

Hi, I'm having trouble getting my brother's '85 240 to start. His distributer cap and rotor weren't looking too good so we replaced those and the coil. I took out a spark plug and it was getting a spark but it seemed pathetic and his plug wires were shot so we replaced the plugs and wires too.

Anyway, it turns over and over but with no indication that its anywhere near ready to start and after a couple of seconds it starts smelling like gas. A couple of the old plugs smelled like gas too. I've seen other posts about replacing the fuel relay, but would that be it if its smelling like gas? Any ideas?
