Ignition Key Broken - No Spare 120-130

Despite being aware of the possibility of key breakage and the fact that no spare kay was available, I went and broke the ignition key on my "new" '66 122. The shank was finally extracted from the ignition switch but I didn't have any luck getting the switch turned on so that the cylinder could be extracted.

We found a blank and had a new key cut from the broken fragment but the new key doesn't work. We also have a replacement cylinder and keyset but cannot remove the existing cylinder.

Should a locksmith be able to:

A. Create a new key from the existing cylinder?
B. Extract the existing cylinder without destroying the switch?
