Won't start from inside 700 1990

I was wondering if anyone knew why a 1990 740 4-cylinder Volvo will only sart if wires are messed with. my mechanic replaced the starter and it has a new transmission and battery. He can only start it by messing with the wires in the motor. Any help will be greatly appreciated!
