two failed washer pumps both front and rear???? am I missing something 700 1987

So after driving my new '87 760T (wagon) for a few days I noticed that I didn't have any washer fluid going to my front or my rear windows.

I found power at both pumps and disconnected the hoses from the pumps (the ones that go to the nozzles) and watched for any fluid getting pumped out right at the pumps - nothing!

both pumps klunk when the switch is turned on (I'm assuming they are supposed to whirr??) so I'm wondering... could both pumps fail the same way? or am I missing something?

also I noticed that FCP Groton has a higher price on the rear pump than the front pump but after checking them both pumps look like the exact same part???

if I bought two front pumps and put one in place to work on the rear window would I be screwing something up ???

p.s. - yes there is fluid in the reservoir, it spills out every time the pump is removed... maybe the inlet to the pumps are both clogged???
