Excess fuel pressure 700

After 2 pressure regulators, I think maybe this car suffers from excess fuel pressure--both exhibit lots of leakage, right at the regulator. The return line is not plugged, but the car seems to do better with return at rail running to a tank, whenever I hook to tank--big time leakage..
Any ideas--I'm at a loss. No unusal noise at pumps, no crimps in returns. Have not tried a OEM type regulator, only a Sorensen from Advanced Auto--are they no good? Almost seems this regulator can't handle the pressure???
160K on a 740 Turbo Wagon..few real problems sense it just died and won't start--saw fuel at Turbo flange manifold and around origional reg..A taped up turbo intake hose, but never had this happen??
