Is the starter about to go? 700

My starter needs a little bit more time to start my car. It has always been a bit sluggish but now I have a more disconcerting situation. When I turn the car to start sometimes it just does not turn. I turn the key to the off position and then try again. Sometimes I have to do this three times and on the third time it starts but in a very sluggish way at first. Battery works well. I have headlights, radio, rear defrost, wipers, and so forth.

I have not tried the "shift to neutral" trick as described in the FAQ as the no start situation has not returned since reading about starters. But it is still quite sluggish. It certainly does not start the way the S70 or the Honda.
