Instrument panel lights are out (I am stumped). 700 1992

The instrument panel lights are not functioning. The gauges work and the idiot lights function. The headlights function - I even replaced the switch and swaped the headlight relay. I checked all the fuses. I originally thought it was the aftermarket radio but I complete removed it including all the connectors. I then swaped the rheostat (panel dimmer). No go.

One thing that is very perplexing is that when I remove the instrument cluster light fuse the gear shift indicator light comes on? I think I must have a short somewhere but finding it seems impossible.

Can I rewire (easily) the power to the instrument lights? Does anyone have a diagram. Is there anything else I need to look out for.
