240 cold start and damp start problem 200 1992

1992 240 automatic. Has fresh tune up.
Last year I tried to resolve this issue, and finally wound up with an electric blanket on the engine every night. Works fine, but... besides it have expanded
to damp days hard starts. And it isn't even cold yet. Once the engine starts it continues to run ok, although extra gas may be necessary at stop lights. What would cause this that a warm blankie fixes?
