blower fan/ heating/cooling system 200 1990

first of all, I can only get cold, and super hot out of my vents- there is nothing in between. is this how all 240's are? I'm thinking not. also, when I drive down the highway, the air blows in (either cold, or super hot) which is really a pain, because I live in Alaska, and you need to keep the heater on all the time, but not at a hundred degrees. what's my problem?
