Unknown code and wagon fuel guage 700 1990

I'm getting a 2-1-4 code which is not in any manual that I have.
Symptoms, hard starting, fuel guzzling, not much quicker than my '83 Mercedes diesel.
Secondly. The fuel guage doesn't work. This is a 740 wagon from 1990. The float tube is separated in the middle. I'm getting varied resistance when I turn it upside down. Electically, it seems OK. Somehow, I think the float is binding and not moving at all. It read a steady 5/8 until I took it apart and now it's just over the reserve mark. I filled it to the brim and there was no change.
