idle air valve on 86 200 1986

Having idle problems on 86 240. Cleaned the idle adjustment passages and the idle air valve. How does the idle air valve work exactly. My Haynes manual says to feel if it is vibrating while the engine is running. While I had it off the car cleaning it I had the wife try to start the car but didn't see much happening in the opeinig. Is something supposed to open or close or turn or something?
Car was having problems running, especially while going slow. Replaced the mass air flow device, tweaked timing, new plugs, rotor cap checked, plug wires checked, cleaned above mentioned places. Somewhat idles on its own, but when cold, but not at all well. Once warmed up the car goes great down the road, but still idles a little rough.
Need a direction to go.
