Eastwood COmpany has some excellent detailing and restoration coatings. They're a great resource for auto repair and upgrading (and no, I don't work for them, just want everything they sell.)

Look under Specialty Coatings -> Wheel and Suspension -> Brakes

As with anything, surface prep is going to dictate success. If your calipers and rotors are already rusty, greasy and packed with brake dust, a good deal of cleaning, possibly off the car, will be required. I think it would be easier to buy a new pair of rotors at least, the labor involved will more than make up for the expense.
