Tach maxes at 1,400 rpm 200 1989

The subject pretty much says it all. I went out to my car to try to fix a tail light problem, and when I finally got finished turning on the lights, hitting the brakes, and switching things back off, I took the car for a ride. I didn't get the lights working quite right, but I also discovered that the tachometer doesn't work right now either. It seems to indicate the correct engine speed up until the revolutions get above 1,400 rpm, at which point it freezes. I put the pedal to the floor and definitely got the rpms up above that level, but the tach stayed at 1.4K.

Suggestions?
