Dwell issues - Just gap it and forget about it? 120-130

With the new two inch exhaust installed, I decided to do a minor tuneup.
B20 E head, D cam, SUs with KD needles, 007 distributor no vacuum advance.

I set valves to .018 cold (with apologies to Phil S. and Paul)

In order to get a dwell of 60º on the old B18, I'd always have to gap the points at .015
Maybe my meter's bad (SEARS dwell/tach, 2 years old), but today, even setting the points at .006 the dwell wouldn't come up above 40º!! (This was a NEW distributor 6K back when I did the B20 rebuild, so I'm not suspecting that)
When I gapped the points at .014, dwell was at 32º. What gives?

I don't know anybody with a car with a tach I can check this meter against.

I left the gap at .014 and timed it to 10º @ 750.

This dwell/tack has an adjusting screw. To what can I adjust it? it measures DC volts as well.
