flame trap in a B280F??? 700 1988

My 780 has a large stove pipe in stead of an oil filler cap. Inside the metal pipe is some plastic mesh looking stuff which appears to collect oil before it goes to the throttle body. I cannot find a PCV nipple/screen. Doesn't this car need one? Is the mesh supposed to be replaced/cleaned once in a while? It looks brittle and extremely dirty. BTW, I believe there is too much crankcase pressure: rear main, front main, and small cam cover on back of motor are all leaking.
