new shoes, cylinder, no axle turn....? 120-130

OK, so I just reassembled my whole left rear break system with new shoes and a new cylinder after that "getting the drum off" saga that you all helped me with below.

Now that I've got everything back together, I put new fluid in and pumped it and bled it. Then I went to put the drum back on and that all went fine. I did not crank down on the axle's castle-nut however, just in case something might be wrong inside. What I found, with the drum loosely back on, was that the whole thing will not turn. I'm sure it can't be friction from the shoes, as I have the adjuster mechanism at the bottom all the way in. It's more like it has a little play, then kind of clanks and locks from moving further.

I only have the left rear wheel jacked up off the ground. Do I need both wheels in the air to turn it? Unfortunately I did not think to check if it was freely moving before I took the wheel and then the drum off in this whole process. The e-brake is full down to the floor also.

What's going on here? I'm so close, but since I can't turn it, I can't adjust the shoes and get movin' again !?!?!
