Not. if it's the late square type adjuster. If it's the 'star wheel" type adjuster, back it off - allow the shoes to 'come in'

in is out with the square ('67) adjuster
back it off - back it out.

"..Do I need both wheels in the air to turn it?"

I believe that if it's in neutral, you should be able to rotate the wheel (put the wheel on the drum - more leverage), though you'll have the added resistence of turning the pumpkin - (we call this 'grabing the grapefruit').

mucho mas facil (much easier) if both wheels are jacked up.
