Cold Start Difficulties 900

Have a 95 940 GL in Malaysia.
Recently, have been having difficulty cold starts in the mornings. Starts, RPM climbs, drops and engine dies. Happens around 2-3 times before engine starts and doesn't die out.

Had my idle valve cleaned and serviced, changed the gasket, changed the ECT (as read out by the diagnostic codes). Stil having the same problem.

Any suggestions?
