Hooked up my fog lights and nothing happened! 200 1990

Well, at least it's better than blowing a fuse. Here's what I have:
From after the 25 amp fuse, a wire running to 30 on the relay
From 87 on the relay, wires going to the lights. (the lights are grounded to the frame of the car.
From 85 a wire going to the spade marked "s" on the switch
From 86 a wire going to the spade marked "+" on the switch

What's wrong?
