Engine gets to about 2000 rpm and won't rev higher 200

It's an intermittant problem that is getting worse. I'll be driving along, hot or cold, and the engine will just die untill it gets back to idle. I can then rev the thing only up to about 2000 RPM and it just won't go any higher. So I turn off the car, start it back up and everything is fine. I feel like it's got to be electrical. Any ideas?
