rough idle and stalling when cold 86 240

my 240 wagon has developed a nasty rough/low idle when cold. for about the first 10 min after starting the car it runs very rough and occasionally stalls when not in motion. once i hit the freeway for a bit everything is fine. what would cause this? the plugs and wires are pretty new and i've checked the cap and rotor and they seam fine too. that said the cap does seam to go bad rather quickly.
the problem is becoming more consistent and getting worse. does any one know what could be the cause of this?
