I need winter wheels and tires- what about used tires? 200 1990

I have a '90 240 and I need to get tires for my stock steel rims (14 inch I beleive) I have the alloy 5 spoke turbo (?) rims as well- are they not good to use in the winter time? also- what is the best size tire to use for the stock steel rim (or alternately, if the alloy rims would be better- what is the best size for them) I'd like them to look as good as possible- of course. Has anyone had any experiences using used tires? they are about half the price... but in the end I don't know how cost efficient they will be. thanks
