Charcoal ERG Vacuumm Hose Was it my problem? 700

For the past few days, my car just hasn't been accelerating like it used to. And, when I don't have the radio bumping, I can hear this sounds kinda like what they would use in the movies for a space ship (like a whistling).

Well, today I popped the hood to check the rubber hose going from the end of the intercooler's long hard hose to the intake manifold because recently, my car hasn't been acceleration as well as it normally does. It just so happened that I had this part off recently and thought that maybe I hadn't tightened it down enough. Well, after I pulled it out I noticed that the hose that runs from just before the butterfly valve on the intake manifold to the cap of the charcoal canister was not connected at the manifold. It is entirely possible that I accidentally pulled it off when pulling the other hose today but I don't think that I did. Would this hose being disconnected cause the drop in performance and odd sound described above (I only hear the sound when decelerating because the piston slap I hear when accelerating drowns out other noise). If so, what are the odds that my turbo running stock boost managed to shoot it off its fitting (the hose isn't on particularly snugly).
