Fuse 12 blown /but items still work 200 1990

My 90/244 has a short on #12 fuse the thing that I can't figure out is that I gone through the forum and check out as much as possible about this with no help. I made the head light set up and it glows bright. With the head light hooked up and the blue and yellow wires all unkooked the back up lights, windows, seat heaters, and rear windows still work. Where do I look now the main switch block on the key are what.
