Should I Replace Valves? 200

I have two spare/junkyard cylinder heads (1982 B21F and 1990 B230F) that I want to rebuild. One mechanic said NOT to replace the valves, because if I don't also replace the piston rings, I WILL get an oil leak. Another mechanic said always to replace the valves and that I will not get an oil leak if I don't replace the piston rings. Your opinions please!
