Overdrive acting strangely 200 1981

My overdrive is acting strangely, shifting fine when cold, but intermittantly reluctant after warmed up. I already read about resoldering the relay, but I'm not sure that's the problem. Here's why:

When I engage the overdrive the light comes on on the dash, but it doesn't upshift and the engine stays at the same RPM (no tach, just can't feel it slow.) Also, when I let off of the gas, it seems to free-wheel a little. If I'm off the gas when I disengage the OD, it then hooks up and speeds up the engine a little. Even though it seems to free-wheel, if I get back on the gas the engine speeds back up to 4th gear RPM, and when I disengage it when on the gas it doesn't change.

Could this be a fluid problem, or just a solenoid problem?
