headlight funkiness 200 1989

My wife is reporting some intermittent funkiness with her headlights. Of course when she gets it home I can't duplicate it, so I can't diagnose it. I thought somebody might have had the same thing come up.

A few times now, she says that her headlights won't come on. However when this happens she has been able to drive at night by holding the high beam switch the whole time. The high beams work if she holds the switch. Then she'll stop for gas, turn off the lights, start up again, and the lights will be working.

To me it sounds like maybe the high beam relay? And if that is the case, is this a relay that I can resolder like the FPR?
