High NOx and AMM won't adjust 700

My 87 740 failed emissions due to high NOx. I checked mixture with volvo blinky test light and it won't light up at all. When I turned the air mass meter screw it still will not turn on. Any ideas why the NOx is high and I can't adjust the mixture. Not sure if the too are related. Would engine temp sensor for ECU be a problem?
